OECD accession tracker no. 2
February 15, 2023.
An amendment to Provisional Measure 1,154 of 2023, proposed by Deputy Danilo Forte (União-CE), would allow the federal government, together with civil society and academia, to issue rules on matters usually handled by regulatory agencies. In practice, the amendment would curtail the role of those agencies.
The OECD’s capacity to induce better regulation rests on the relative independence of regulatory agencies. The amendment would therefore be a regulatory setback and could hinder Brazil’s accession.
